Thomas “Tommy” Perkins graduated from Kamehameha High Schools Kapalama Campus in Spring of 1974 and attended the Honolulu Community College before entering the Honolulu Fire Department on January 24, 1977. He continued his education and worked his way to Fire Captain where he assisted in development of Honoluluʻs first Fire Apparatus Committee. He transferred from field operations to become an Administrative Captain responsible for equipment specifications and research. He also assisted in managing the Fire Apparatus Maintenance Facility which included the Storeroom, Radio Shop, and Apparatus maintenance and repair.

As Battalion Chief of Administration, and later Assistant Chief of Administration, he managed two Battalion Chiefs, 4 Captains, and a civilian staff of 22. As Assistant Chief, his responsibilities included management of the departmentʻs Personnel, Budget, Finance, Facilities, and Safety.

He retired from the Honolulu Fire Department on December 31, 2011 after nearly 35 years of service.
