Joining Samantha on the panel this week are Chief Jeff Buchanan, along with Dr. Matt Hinds-Aldrich, a senior risk strategy lead at the American Association of Insurance Services, and his colleague Sara Wood, an expert in Community Risk Reduction and Data Analysis.

Measuring Outcomes

The panelists began their discussion by diving into the complexities and nuances associated with measuring outcomes within the fire service. Chief Buchanan reiterated the fire department’s obligation in community risk reduction and emphasized the need for a balanced approach that encompasses both outcomes and the broader system. He emphasized the critical distinction between outputs, impacts, and outcomes, advocating for a systemic problem-solving approach.

Building on this, Sara highlighted the significance of initiating outcome measurement from elements within the fire service’s sphere of control. She acknowledged the inherent challenges posed by the time and patience required for accurate outcome measurement. Sara also discusses the need to prioritize meaningful measures, citing instances such as cardiac events and vehicle crashes as focal points for measurement.

Dr. Hinds-Aldrich highlighted the obstacles in outcome measurement, stressing the necessity of establishing clear goals, Key Performance Indicators (KPIs), and the consideration of unintended consequences. He also underscored the importance of a well-defined goal and vision to facilitate effective outcome measurement within organizations.

Data Collection and Analysis

Throughout their discussion, Sara emphasized the critical role of data, especially in understanding response times, and highlighted the inherent challenges in gathering data pertinent to various outcomes. The panel collectively recognized the importance of establishing effective mechanisms for the collection of data associated with desired outcomes. Sara further advocated for the utilization of practical tools such as Excel or Google Sheets for streamlined data collection processes. Additionally, she emphasized the necessity of gathering a diverse range of data points to ensure comprehensive and insightful analysis. The panel agrees on the fundamental significance of robust data collection and analysis practices in informing decision-making and evaluating outcomes within the fire service context.
